New commercial and residential real estate is continuously being built in Rae Parish

Rae Parish is indisputably one of the fastest growing regions near Tallinn. When compared with other similar municipalities, the proximity to the city centre and excellent infrastructure of Rae Parish can be highlighted, which is a strong argument for young families when choosing a place to buy a home, as well as for entrepreneurs looking to find the right premises for their business.

According to Elje Hinno, Homes Sales Manager of Favorte, a real estate developer, there are not many other places in Harju County where entirely new neighbourhoods have emerged, where residents of similar living standards and interests can now live. “Besides, the advantage of the residential areas built from scratch, is the lack of old shabby buildings. Instead, there are new and wide roads, and a safe living environment," Hinno added.  

For example, Käokella residential district (www.käokella.ee) is worth mentioning here, which, along with the other developments nearby, contributes to the development of the small settlement of Järveküla. "Today, 125 families live at Käokella. All units of the terraced houses that will be built this year have also been sold out. You can still buy a home in one of Sinika semi-detached houses, the first of them will be ready at the beginning of next year,” said Favorte's Homes Sales Manager.

"However, when it comes to commercial real estate, in the near future, the construction of new commercial buildings will be affected by Rail Baltic and the smaller Tallinn ring road, which will make freight transportation in the area even easier and faster than it is today," said Tarmo Rammo, Favorte’s Commercial Real Estate Sales Manager. "Active development will definitely continue along the main highways of Tallinn, i.e. Tartu Road and Tallinn Ring Road, where we ourselves have erected new commercial buildings, the Ringtee Stock, for example," said Rammo.

Rammo identifies the village of Soodevahe at the end of Betooni Street to also be a very promising area, where the companies in the Paneeli-Betooni industrial area can expand. "Their location right next to the city, at the same time far from the neighbours and with quick access to all main roads – this is exactly what the warehouse and production building at 3 Saluste Street will provide to companies," said Rammo. A building permit has been issued for the 23,000 m2 commercial building (www.saluste3.ee), which is unique in terms of the Tallinn rental market, and preparations for starting the construction are in full swing.

Below is an interview with Madis Sarik, Mayor of Rae Parish, who explains what will be done in the near future to improve the living environment in the region, and where the areas with the greatest development potential are located.   

What projects to improve infrastructure in Rae Parish will be implemented in the near future, and how will they affect people and businesses in the area?

Indeed, new roads and buildings have a major impact on local life and activities. One of the largest and most outstanding projects of recent years is Kindluse School together with a sports complex (air dome hall, sports centre, skatepark, etc.) at Järveküla. The modern learning environment, refined down to the last detail, gives all the community people the opportunity to benefit from that multi-form environment. Peetri Park, which opened last autumn, is also popular, offering leisure opportunities for both adults and children. 

People of Rae Parish will also be significantly affected by Rail Baltic and everything that comes with it, and the construction of the smaller Tallinn ring road that will be co-financed by the city and the state. These two developments will hopefully make traffic much more convenient and safer for all of us.

At the moment, Rae Parish is conducting a mobility survey among its residents in order to find out people’s preferences and wishes, which primarily concerns the use of public transport. Hopefully, soon self-driving buses will run on the roads of the municipality, and one can get to Peetri and Jüri by tram from Ülemiste.

Even today, we can proudly say that people can get from Ülemiste to Patika via an uninterrupted cycle and pedestrian track. 

Among new developments, we can highlight Sõnajala kindergarten at Järveküla, which will be ready this year, and is the 11th kindergarten in Rae municipality. Next, the planning of Uuesalu kindergarten will start. In the near future, Rae State Gymnasium, a new sports centre, the second and third stages of Peetri Park, a basic school, a rescue centre financed by the state, etc. will also be built in the municipality.

The opening of an IKEA store will certainly create a lot of jobs, but also make traffic heavier between Tallinn and Rae municipality. The growth of Rae technology parks is also stable and the new traffic junctions will probably contribute to the growth. 

Where would it be necessary to create new jobs?

The situation with jobs is good in Rae Parish; it is one of the municipalities with the lowest unemployment rate in Estonia. The municipality rather lacks workers and specialists. For example, educational institutions need school teachers, kindergarten teachers, pedagogues, etc. In addition to specialists, there is also a lack of simple workers. The expectations of young educated people in terms of work and pay, and their qualifications are often in conflict. There are 850 jobs per 1,000 people in the municipality. 

In which areas do you see population growing in the near future? 

The situation with residential developments in empty fields is slowly changing. People value a more complete living environment, naturally beautiful places, good connections, pretty landscaping, etc. Before, people moved to Peetri to get away from the city noise, and to be surrounded by greenery, but today, Peetri is becoming a suburb of Tallinn, just like Nõmme. In the general plan for Rae, Peetri is already seen as a suburb.

However, for those who still want to move away from the hustle and bustle of the capital, to a greener and quieter place, we recommend the southern part of Rae, for example Vaida, where there are good roads to the capital, a great school, kindergarten, grocery store, etc. Besides, we highly recommend Lagedi, where there is also a very good living environment (school, kindergarten), and a perfect railway line to the centre of Tallinn.
