Improving infrastructure contributes to the development of new commercial and residential spaces in Haabersti

Green woods and a bog, an attractive seashore, Harku lakeside area, which will soon invite with its new look, and first-class leisure opportunities make Haabersti a district like no other in Tallinn.
 
Thanks to the reconstruction of the Haabersti road intersection, and the continuous rebuilding of the main arteries of the traffic junction, Haabersti is becoming an increasingly valued living and business environment. As the last two-lane bottleneck on Rannamõisa Road will soon be eliminated, residents and employees of the area will be able to commute between destinations without disruption, and developing of new residential and commercial premises will intensify.
 
For example, already this autumn, the third commercial building at 24 Härgmäe will be erected in Tähetorni Tehnopark (www.tahetornitehnopark.ee) by Paldiski Road. As more than 15 companies have already chosen Tähetorni Tehnopark as their new location, there is a big demand for commercial premises stretching in the direction of Paldiski. 24 Härgmäe will add almost 5,500 m2 of new commercial space to the Haabersti commercial real estate market, where a presentable office or agency as well as a production and warehouse unit can be opened.
We asked Oleg Siljanov, the deputy head of Haabersti district, what will happen in Haabersti in coming years, and which areas are already undergoing rapid development.
 
There are four different regions in Haabersti: Väike-Õismäe, Järveotsa and Astangu are panel housing regions; at Tiskre, Vismeistri, Kakumäe, Õismäe and Pikaliiva mostly private houses and small apartment buildings can be found; Mustjõe is an area with older private houses and small plots, and Õismäe, Veskimetsa and Rocca al Mare are leisure areas. The latter area includes the Estonian Open-Air Museum, Õismäe bog, Tallinn Zoo, Veskimetsa horseriding centre, and between them is the Rocca al Mare shopping centre, Saku Suurhall, Škoda Ice Rink and a tennis centre.
 
On the western shore of Kopli Bay is Haven Kakumäe Marina, which is the newest maritime and leisure centre in Tallinn. With a well-functioning infrastructure, Haven Kakumäe is the most modern marina in the Baltics, offering high-quality port services such as berth rent, winter storage for boats and yachts – for yacht and boat owners of Tallinn, and for guests from afar. All sea and water sports fans are welcome there.
 
What projects to improve infrastructure in Haabersti will be implemented in the near future?
 
Haabersti is a fast-developing area and a valued place for living. The population of the district has been growing year by year, and this has brought many families with children to the area. In February, a new Naksitralli kindergarten was opened at 33 Järveotsa Road, which offers modern and diverse learning opportunities.  
 
However, Haabersti is making even more contributions to education. This year, the full renovation at Järveotsa kindergarten and Mustjõe secondary school will be completed, and new premises for Haabersti Youth Centre will be built. Mustjõe secondary school is the last school to be renovated in Haabersti, then we will continue with kindergartens.
 
Haabersti is a green district where it is possible to go for a walk in a wooded area or in the bog. It also has a long sea border and two popular beaches of Kakumäe and Harku, where the district government has made investments to make them even more pleasant and attractive for holidaymakers. This year, even more finances will be invested there – an outdoor swimming pool and barbecue areas will be built.
 
The largest traffic junction in the district is undoubtedly the Haabersti turbo roundabout. The construction works of the two-level intersection of Paldiski Highway, Rannamõisa Road and Ehitajate Road were completed in the autumn of 2018. The new traffic junction has created a faster and safer connection with neighbouring municipalities and other city districts.
 
Tallinn has made Rannamõisa Road four-lane until Lõuka Street, as part of large-scale reconstruction works, and the Road Administration has done the same on the state road Tallinn–Rannamõisa–Kloogaranna on the section of 2.6 to 4.1 kilometres. However, there is still a two-lane bottleneck between these sections, where traffic is still quite heavy at rush hours.
 
Tallinn has already started the construction works of the first stage, so that in the future this section would also have four lanes. During the construction works of the first stage on Rannamõisa Road new bridges will be built above the Tiskre stream on the border of Tallinn and Harku municipality. The bed of the Tiskre stream will also be adjusted and a 1.2-meter-wide shoreline for fishermen and pedestrians will be made under the bridge.
 
A 220-meter-long section of road with separated lanes will be completed during the first stage of Rannamõisa Road reconstruction, creating a precondition for starting the second stage in coming years. As a result, a 1.5 km long road section with a 2 + 2 lane and a dividing strip, connecting Tallinn with the neighbouring municipality would be completed. 
 
Where do you expect new businesses and jobs, and in which regions do you see population growth in the near future?
 
As Haabersti is a fast-developing area, boosting development can be seen in the vicinity of the Rocca al Mare viaduct, by Paldiski Road, at Astangu, Mäeküla, Kakumäe, in the Pikaliiva area, and on Lahepea Street in Kodulahe quarter. In the near future, new homes for lots of Haabersti residents will be built in these areas.
